Description

This issue tracks the ability for enterprises to **enable** and **disable** hooks. This is NOT granular control of hooks.

For an MVP, we simply need to ensure that enterprises can disable hooks for users.

Ensure that this capability is explicitly mentioned within our documentation.

#15263 and #15270 are v2 issues that allow for more granular controls and policy configuration options.
