Description
This issue tracks the ability for enterprises to **enable** and **disable** hooks. This is NOT granular control of hooks.
For an MVP, we simply need to ensure that enterprises can disable hooks for users.
Ensure that this capability is explicitly mentioned within our documentation.
#15263 and #15270 are v2 issues that allow for more granular controls and policy configuration options.

Research direction
No files or tests are named. Start by locating the enterprise settings implementation and hook execution entry points, then determine where the enable/disable policy belongs. Done means enterprises can disable hooks for users and the capability is explicitly documented, without adding granular controls.
