recipe for reproducing the translate-train results

following on the request for the 'Translate-train' datasets.
where could I find the recipe to reproduce the results of the Translate-train
I have used the translated datasets from [XTREME](https://console.cloud.google.com/storage/browser/xtreme_translations) with the hyper params taken from `train_qa.sh` in XTREME [here](https://github.com/google-research/xtreme/blob/master/scripts/train_qa.sh). but I get results 1-1.5% lower than reported.
