New PyPI Release and Python Versions

Would you guys be so kind as to cut a new release of meltingpot wheels to pypi and update your Python versions to the current ones? I maintain shimmy, which depends on lab2d via meltingpot for https://github.com/Farama-Foundation/Shimmy, and without new wheels being released we can't correctly support adapting meltingpot to the gymnasium/pettingzoo API like we try to do for deepmind's other projects

I believe https://github.com/google-deepmind/lab2d/pull/40 may be involved in this, though even with that merged current versions of python will need to be switched to and a release will need to be cut.
