Description
It would be useful (*) to have a distrax version of [tfp.distributions.poisson](https://www.tensorflow.org/probability/api_docs/python/tfp/distributions/Poisson).
(*) eg for modeling neural spike trains, or for this [changepoint demo](https://colab.research.google.com/github/probml/probml-notebooks/blob/main/notebooks/hmm_poisson_changepoint_jax.ipynb).
