alphafold-casp13: python incompatibility versions for tensorflow and dm-sonnet versions

Upon running the `run_eval.sh` to download the requirements and setup the environment for this project two errors popped up:

for some reason `run_eval.sh` installs `python3.8` and requires `python3.8-venv` to create the python environment.

how is this supposed to work?
