Issue description
When I use the vertical scroll bar and release the mouse button, Godot automatically moves the map, I don't know why or if this is a bug, what I do know is that it seems strange and uncomfortable to me.
This seems to happen starting at a certain zoom level, if the zoom is lower than 45 this will happen.
Godot, don't move my map, I'll move it when I need it!
Then I report it as a bug.

Steps to reproduce
Watch the video, move your map to the side of the editor, use the vertical scroll bar.
Godot will move his map to a direction... I don't know why.
