Description
### Tested versions
Broken in 4.4.beta3 ... 4.2.stable
Works fine in 4.1.stable
### System information
Godot v4.4.beta3 - Windows 10 (build 19045) - Multi-window, 2 monitors - Vulkan (Forward+) - dedicated NVIDIA GeForce RTX 3060 Ti (NVIDIA; 32.0.15.6636) - Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz (8 threads)
### Issue description
When opening a project, the editor shows empty project with the default layout. The editor shows a bunch of dialogs saying it's initializing, then opens the project. If the editor wants to show the dialogs, I'd expect it to show them on a blank background, like in other apps.
4.4.beta3

4.1.stable

Research direction
Start by reproducing project opening in Godot 4.4.beta3 on Windows 10 and compare the startup view with Godot 4.1.stable, using the attached screenshots as the expected contrast. Done means the editor does not display the default project layout while initialization dialogs are shown, or instead presents a blank loading background.
