Works fine in 4.1.stable

Godot v4.4.beta3 - Windows 10 (build 19045) - Multi-window, 2 monitors - Vulkan (Forward+) - dedicated NVIDIA GeForce RTX 3060 Ti (NVIDIA; 32.0.15.6636) - Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz (8 threads)

### Issue description

When opening a project, the editor shows empty project with the default layout. The editor shows a bunch of dialogs saying it's initializing, then opens the project. If the editor wants to show the dialogs, I'd expect it to show them on a blank background, like in other apps.
