Description

### Describe the bug:
The Columns settings is applied fine in live view, but not in the editor.

### To reproduce:

1. Add a Services block
2. Add at least 4 Service blocks in it
3. Change the Columns settings, then check on it compares in the Editor vs Live view

### Expected behavior:
Editor view should reflect the Columns settings.

### Isolating the problem:

- [x] This bug happens with no other plugins activated
- [x] This bug happens with a default WordPress theme active
- [x] This bug happens **without** the Gutenberg plugin active
- [x] I can reproduce this bug consistently using the steps above

### WordPress version:
Version 5.9.3

### Gutenberg version:
Version 12.9.0 (plugin not active)
