Wrapping in course builder of the tooltip icon looks strange

### Reproduction Steps

1. Open course builder for a course
2. Shrink the screen

### Expected Behavior

? tooltip icon appears beside some text

### Actual Behavior

On some sizes the ? can wrap onto a separate line and looks odd

This likely needs an overall review and design refresh of the course builder. The columns being equal width is probably not necessary, ie. the time limit and passing grade inputs don't need to be so large.
