Description
### Reproduction Steps
1. Purchase an access plan for a course or membership, using a country that does not require a state/region/province/etc (ie. Ivory Coast)
2. As admin, view the details of the order under _LifterLMS > Orders_
### Expected Behavior
Shows address with no extra comma
### Actual Behavior
Extra comma due to blank state/region/province
