Option to change order of Previous and Next buttons while taking a quiz

The default ordering of Previous and Next causes confusion to some users.

**Describe the solution you'd like**
An option or filter to swap the order has been requested a number of times.

**Describe alternatives you've considered**
Switching the order by default, however it may have been themed or assumed to be in the current order and so I think an option or filter is preferred.
