Award Certificates Shows "No Options"

### Reproduction Steps

+ Go into Awarded Certificates and Award a Certificate
+ HS-198308

### Expected Behavior

+ When clicking on the dropdown to select a student or template there should be a notice that says "start typing" (or some autofill, but the place holder does say "search by name or email" so when it says no options people get confused instead of realizing they need to type something)

### Actual Behavior

+ When clicking the drop down it says "no options"
