Instructors Allowed to Set Prices on Courses

### Reproduction Steps

+ HS-191251
+ Create an user with the instructor role
+ Switch into the user
+ Create a course
+ Create an access plan in that course

### Expected Behavior

+ That instructors can't set prices, or at least admin should be able to choose if they are allowed to or not.
+ To some users it is a bug to other's I think it is a feature.

### Actual Behavior

+ Instructors can set prices for courses they create
