Notification Buttons Go Above Header Area (WordPress Backend)

### Reproduction Steps

- Head to **wp-admin < LifterLMS < Settings < Notifications < Edit Any Email Notification**
- Scroll down on the page to see the **'Add Media'** and **'Merge Codes'** buttons go above the header tab content

### Expected Behavior
The buttons would go 'Under' the Header content there as the other content on the page does

### Actual Behavior
The buttons hover 'Above' the Header content and it looks a little bit awkward, but no functionality break.
