Option to pay for pending payment as a user

**Is your feature request related to a problem? Please describe.**
When a user wants to buy a course with a one-time fee, the user fills in his/her details and then select "PayPal" as a mode of payment. Now, the student is created but he/she decides to cancel the payment and then logs into the account and goes to the order history. It shows as pending payment but no button to pay.

A button to re-pay or something like that especially for one-time fees

Start by tracing the order history view and the PayPal payment flow for orders left in a pending state. Define how a user can safely retry a one-time-fee payment, then verify that the retry action appears only for eligible pending orders and completes or updates the order correctly.
