When too many stage bindings expanded, it is no longer possible to scroll up

### Describe the bug

When too many stage bindings are expanded, it is no longer possible to scroll up... neither via mouse scroll-wheel, nor via scrollbar.

### How to reproduce

1. Go to flow
2. Go to stage bindings
3. Expand some of them (probably overall page height plays a role here)
4. Try to scroll up

### Expected behavior

Being able to scroll up normally.
