Proposal To Archive The Globalize Project

The OpenJS Foundation is proposing that the Globalize project be [archived](https://github.com/openjs-foundation/cross-project-council/blob/main/PROJECT_PROGRESSION.md#archived).

This is due to Rafael Xavier informing us that this project is no longer active. @rxaviers

Note the final decision on archiving is made via CPC consensus and with the approval of the maintainers of the project.

If folks believe this project should not be archived please comment in this thread.
