Comment UI remains visible when "Allow adding comments" is disabled

When the "Allow adding comments" toggle is turned off in the Inline Actions settings, the "+ New Comment" button and the "Comments are restricted" input box remain visible in the app interface. This leads to a cluttered UI where users see buttons they cannot use.

Steps to Reproduce
Open a Glide project and select a Collection or Detail view.

In the right-hand configuration panel, navigate to Inline Actions.

Locate the "Allow adding comments" toggle and set it to OFF (grayed out).

Observe the component in the app preview.

Current Behavior
The blue "+ New Comment" button (or "+ הערה חדשה") remains visible and active. Below it, the comment input field displays a "Comments are restricted" placeholder but is not hidden from the user.

Expected Behavior
If "Allow adding comments" is disabled, all UI elements related to creating a new comment (the top button and the restricted input bar) should be completely hidden to provide a clean user experience.
