Allow logging of update costs per workflow

I would like to be able to measure cost-based usage of workflows, by tracking the number of updates they use. I am interested in logging to a new GBT for logging workflow runs and include the update cost per workflow. I would also do something like send the user or company ID from my application to track these for usage overflows.
