[notifications page]: make the UI indicate that the users can signup for the newsletter

Description
In https://github.com/gitpod-io/website/issues/1229 We decided: to link to https://gitpod.io/notifications so that the users can signup for the newsletter from there.
As stated in https://github.com/gitpod-io/website/issues/1229#issuecomment-973179404 currently the UI for the notifications page on the dashboard is not descriptive enough to indicate where to signup for the newsletter.
Solution
We should make the UI descriptive enough so that it is easier for the users to understand what to do in order to sign up for the newsletter.
Suggestion
Maybe we can add a button that says signup for the newsletter?
