Problem to solve
Following up from https://github.com/gitpod-io/gitpod/pull/11556, the alert notification introduced could be improved in the following ways:
- Update copy bringing in clarity for the spending limit. Maybe add a help link to docs if needed.
- Provide a clear call-to-action (CTA) for users who see this alert.
- Consider persisting the alert by making it non-closable.
- Consider persisting the alert on all team-related pages and workspaces page.
