Palmer's recommendations for Snohomish

I would like to add a file for Snohomish, WA to this repository.

I will follow the Release flow:

- Create release notes and receive review approval from team
- Check release notes into Dev branch and merge into Prod branch
- Cut release branch
- Perform release testing
- Create web help
- Provide release bits to Support to post onto Support Site
- Burn bits to CD and send out to Escrow in CA via FedEx
- Send out internal email about release
- Create pages for release and escrow in Confluence
