Menu hiding for full view jitters

When a view does not have enough elements to fill the full screens, but enough to scroll, the swipe up jitters. Add affordance to ensure that the views is not jittering.


Reproduce the swipe-up behavior described in the issue and compare it with the attached image. Locate the view and menu implementation responsible for full-view hiding, then determine how the scrollable-but-not-full state causes the jitter. Done means the affected view no longer jitters while preserving the intended menu-hiding behavior.
