Migration Fails because retrie to create and already migrated branch

## Description
I'm having issue when trying to migrate a repo with 2 branchs, release and master, but it appears to have already migrate the release branch, and also the master. But keeps throwing issue below and I believe is because there is some issue during migration, it retries to migrate, but it already migrated the release branch, so I don't really know what error truly happened. Also for some reason is setting release as default.

## Reproduction Steps

No source file, test, or command entry point is named. Start by reproducing a migration with release and master branches and inspect how retries handle the existing refs/heads/release path. Done means the original migration failure is surfaced clearly instead of being obscured by the File exists retry error.
