changes to AW files should warn/block in PRs if it will cause a failure to run that AW

Description
It happens in my team very often that someone changes the frontmatter of an AW and it then stops working after the change is merged, because the hash is mismatched.
These issues should be prevented at the PR check level so that it's not possible to break the workflows this way.
