Description

## Concept Summary
A quiet strategy-puzzle game about restoring fractured futures by assembling stained-glass "tomorrow panels" for a city's civic observatory. Each piece predicts a small social outcome—traffic, weather, moods, shortages—and players must compose panels that guide the next day without creating unintended side effects. It's fun because every choice is readable, beautiful, and consequential: you're solving spatial puzzles while subtly steering a living town.

## Core Gameplay Loop
- Review tomorrow's requests from neighborhoods and city services
- Inspect available glass fragments, each with forecast effects and adjacency rules
- Place, rotate, and layer pieces into a limited mosaic grid
- Preview cascading outcomes before finalizing the panel
- Resolve the next day's results across the city map
- Earn trust, new fragment types, and harder civic dilemmas

## Target Platform
**PC/Steam first.** Mouse-driven placement, readable UI density, and thoughtful session length fit desktop best. It can later port well to tablet, but PC is the fastest path for iteration and discoverability.
