Description
Describe the bug
we have set the default enterprise model as MAI-Code-1.1-Flash but while vscode and github desktop is picking it correctly it shows in cli
The organization-managed default model "MAI-Code-1.1-Flash" is not available for this account; using the default model instead.
then when i pick a model manually it picks it as shown in the screen
i have doubt of the casing lower and upper but i need confirmation why it is not working in cli
Affected version
1.0.82
Steps to reproduce the behavior
only start cli in any folder
Expected behavior
it should pick our default model

Research direction
Start the CLI in an empty folder using version 1.0.82 with an organization-managed default of MAI-Code-1.1-Flash, then compare its startup selection with manual model selection. Trace the default-model availability check and casing handling; done means the configured default is selected without the fallback warning.
