Links for Copilot Logs and Running Diagnostics don't work in VS Code in WSL

### Describe the bug

Neither of the links to (1) Copilot logs or (2) run diagnostics are working in VS Code under WSL. I can't right-click and copy the URLs either, so I'm unable to debug why copilot is not able to connect.

Reproduce the issue by opening VS Code Chat under WSL and trying the Copilot logs and diagnostics links. Inspect how those links are exposed in the VS Code Chat flow, then verify that both links open correctly and their URLs can be copied for debugging.
