Copilot unable to open browser for gh authentication

### Describe the bug

I asked the agent to create a PR for which it needed github authentication. But when it indicated a browser had been opened and prompted me to enter the given code, I found no browser page opened. It later provided me a link I had to manually click to open the browser page:
