Description

### Describe the bug

I needed to restart the computer. After restart, it doesn't appear to have the last session and I cannot tell between them easily because there are several from "2 min" ago and several from "2 days" ago. It would be most helpful to just resume back to where I was. In addition, perhaps it should checkpoint at that point to ensure it can resume properly.

### Affected version

GitHub Copilot CLI 0.0.410.

### Steps to reproduce the behavior

1. Have a long Github Copilot CLI session.
2. Restart the computer. (really just close the CLI)
3. Run Github Copilot again.

### Expected behavior

It should ask `Do you want to resume session {guid} {One line summary}?` when you restart, and Y should resume it.
