Cli spawns windows temporarily for each mcp server

### Describe the bug

When I startup the github copilot cli with mcp servers, I get a terminal window briefly for every mcp server that starts. It only shows up for a split second for each, but it takes away my cursor focus so my typing doesn't go into the cli window. This is annoying, and Claude's cli doesn't do this.

### Steps to reproduce the behavior

GitHub Copilot CLI 0.0.402

### Expected behavior

I start the copilot cli, and it silently launches mcp servers without starting new windows.

### Additional context

This is on Windows 11. I haven't tried elsewhere.
