Request: add TAPR and Solderpad licenses for project made with Hardware Description Languages like Verilog

For projects created in hardware description languages (e.g., VHDL, Verilog, SystemVerilog, Chisel, etc.), it makes sense to use the [TAPR](https://tapr.org/the-tapr-open-hardware-license/) or [Solderpad](https://solderpad.org/licenses/) licenses.

It would be awesome if these licenses got added to the [Non-Software page](https://choosealicense.com/non-software/).
