Reporting Bugs / Issues within a Chat session

App can't post an issue about itself, then it prompts to draft one and fails first time

### What happened?

Three issues in one:

1. I found a different issue (already filed - ignore the text crossed out) but when it prompted me to report a bug, it failed.
2. Since that failed it was drafting a copy/paste version for me but the draft was blank. So I told it to try again.
3. Then it finally showed me in the Canvas window the full Issue for copying and pasting into the Issues but the links it gave me did not point to the github/app issues URL. It just went to a different project that is closed for issues.
