Description
I'm not sure where to put project-wide instructs which sets rules and directions for every project I work on. I added it as a skill, but it's not really a skill. Copilot needs some kind of similar project-spanning instructions file.

Research direction
No file, test, or entry point is named. Start by tracing how skills are configured and applied in the Copilot app, then determine where project-wide instructions would be discovered and scoped; done means a documented, tested approach for applying those instructions across a project.
