Description
Show PR comments (and sync them live) in the Changes panel when reviewing a PR.
It's cool to have chat-first in the per-line comment UX, and it's good that I can actually post comments to the review, but I also want to see other reviewers' comments and be able to interact with them.

First steps
- Read the whole issue, then the project's contributing guide.

- Fork the repository and make your change on a branch.
- Open a pull request that references the issue number.
Research direction
Start by locating the Changes panel and the existing per-line PR comment flow; trace how comments are loaded and posted. Done means other reviewers’ comments appear in the panel, can be interacted with, and update live while reviewing a PR.
