Description

Around a week ago, Github Copilot App, in many different sessions, started to stop processing queries midway. Instead of performing operations, it just answers "I'll do " and stops there. I have to prompt it with "do it", "keep running", "go on", more and more frequently. This reduces the usefulness of having multiple sessions, preventing parallel work from occurring in different unattended sessions.
If I ask it why it stopped, I'm getting answers of the form "I stopped incorrectly after a tool-discovery failure.". Also got once that it stopped before the model returned an answer instead of a tool call. So seems something changed with the model or system instructions causing less autonomous usage.

Research direction

No files, tests, or code entry points are named. Start by reproducing the behavior across multiple unattended Copilot App sessions and compare sessions that stop after saying they will act with sessions that continue; done means queries complete their intended tool operations without follow-up prompts.
