Description
When I started a new session in a repo and selected local I used to have a "Toggle panel" in the top right corner and it has now been removed.
This is annoying because now I have to write to the AI / start the session before I can open the terminal.

Research direction
No file, test, or entry point is named in the report. Reproduce the issue by starting a new local session in a repository on Windows and check whether the top-right Toggle panel control is absent; done means the terminal can be opened before sending a message or starting the session.
