Description

When local repository is chosen (instead of new worktree) the "Open in" button should be available in in the top right corner next to "Toggle panel".
I shouldn't have to start a session in order to open my repo.

Workaround right now is to toggle panel -> open terminal -> writing "code ." in the terminal.

Research direction

Start at the /chat view and reproduce the local-repository flow on Windows using the reported workaround as a comparison. Trace where the top-right "Toggle panel" control is rendered, then make the "Open in" action available without starting a session and verify that it opens the selected repository.
