Research direction
Start by reproducing the failure in GitHub Copilot Desktop 1.1.15 on Windows 10, using a chat with no workspace, and inspect the session-creation path associated with the reported error. Done means chats can create sessions without incorrectly reporting an active Local workspace, while the health check remains healthy.
