Description
Please add a Download button next to files generated in Copilot Chat sessions.
Today, generated files can be opened or referenced by local path, but there is no clear way to download them directly. This makes it difficult to save, share, archive, or use generated Markdown reports, text files, source code, and other artifacts outside the current workspace.
Suggested behavior:
- Add a Download button or icon next to each generated file.
- Preserve the original filename and MIME type.
- Keep the existing open/view behavior unchanged.

Research direction
Start at the /chat path and trace how generated files are displayed and how the existing open/view behavior is triggered. Add a Download control beside each generated file while preserving its original filename and MIME type. Done means Markdown, text, source, and other generated artifacts can be downloaded without changing their existing open/view behavior.
