Disable a personal skill in Customize → Skills. Start a brand-new chat and send a prompt that matches the skill description. Copilot still reports Loaded skill <name> and follows its instructions. Expected behavior: a disabled skill must not be eligible for automatic loading or explicit invocation in new chats.
