Description
Dragging a file from Windows Explorer into the Files pane of Github Copilot app should work. At present, it renders a little "File +" icon when you drag the file over the Files pane, but it does not actually add the file to the currently selected repo.

Research direction
Start in the /chat path and reproduce the drag-and-drop behavior in the Files pane on Windows 10 using app version 1.1.15. Verify what happens when a file is dragged from Windows Explorer over the pane and the repository is selected. Done means the dragged file is added to the currently selected repository.
