Description
I don't like that copilot can spawn a sub agent with much more expensive models. It decided to randomly spawn an Opus 5 Max sub agent to do the work in my latest stream, running up $20 in charges while I went to get coffee.

Research direction
No files, tests, or entry points are identified in the issue. Start by reproducing an agent run in GitHub Copilot for macOS 1.1.14 and trace when a sub-agent selects a model; done should include a defined safeguard against unexpectedly costly model usage.
