Description

When using git submodules, the Copilot App do not highlight multiple PRs active in the active session/repository. Would be great to be able create/manage PRs for all the git submodules in the active session

Research direction

Start in the Copilot App's /chat path and reproduce the behavior with a repository containing multiple git submodules on macOS. Trace how active-session pull requests are discovered and displayed; done means the app highlights and supports creating or managing pull requests for all submodules in the active session.
