### What happened?

Let's say I have a project named `my-project` already registered in the app (from the Windows host). I then attempt to add a project named `my-project`, but this is in the WSL host. The WSL host version of `my-project` does not load in the app, even though it is allegedly registered in the WSL environment in GitHub Copilot Apps's settings.

### Steps to reproduce

1. Add a project that is on the Windows host.
2. Enable "WSL host (Preview)" feature
3. Restart GitHub Copilot App
4. From Environments in Settings , add the "Ubuntu (default)" host
5. From the "WSL: Ubuntu" remote host, add a project of the same name (as one added in step 1) on the WSL host
6. Observe the WSL host project is not added to the project list

### Expected behavior

I would expect the WSL hosted project to be added to the project list. If the project cannot be added, provide a helpful error message.
