Description
our github rules specify that the jira ticket reference (CP-XXXX) has to be the first part of any branch we create. to achieve this i had to turn off global branch naming rules and add this to each project i add:
"prefix each branch name with the jira ticket id. this will always begin with CP- and should be present in the session name"
be nice to have the same option globally.

Research direction
Start by locating the global branch naming rules and the per-project prompt configuration in the GitHub app. Confirm how the existing CP-XXXX session-name requirement is applied, then define the global option so the same prefix rule can be configured once and used across projects.
