When installing MCP Servers using a third-party package manager (e.g. [microsoft/apm](https://www.github.com/microsoft/apm)) the Copilot App is not detecting the changes to the mcp.json files.

Users should restart after installing a package, so the MCP configuration becomes available. This breaks the developer flow.
