default_branch setting in safe-settings not working

## Unable to set Develop branch as default

### What is actually happening?

I tried making Develop branch as default instead of main. But the below script doesn't work and main branch remains as default branch.
```
repository:
default_branch: develop
```

What are the ways of making develop branch as default using safe-settings. Please suggest me.
