Mark repos that are managed by Safe Settings somehow (maybe thru Topic)

Mark/Distinguish Safe Settings managed repos.
It is a bit difficult for our users to know which repos are managed by a suborg, or just simply by safe settings and which are not, so maybe it would be good to have a way to distinguish the ones that are, with something example a topic, and have that specific topic be excluded from the code so it doesn't get overwritten or removed if a user defines a topic inside the suborg itself.
Doesn't have to be a topic that is just a suggestion.

For Context we don't use the Org level configuration for our organization.
