Update decentralized Quad Lands copy

**User Story:**
As a Gitcoin user
I want to see the correct information about Gitcoin's decentralization plans
So that I am not misinformed about the future of Gitcoin Holdings

**Acceptance Criteria**
GIVEN that I am on http://decentralized.quadraticlands.com/about.html
WHEN I look at the body copy for Epoch 4
THEN I don't see "If the DAO votes for it, Dissolve Gitcoin Co. & fully hand over the reigns of assets to the DAO"
AND I only see "Continue growing an amazing community for experiments in open source funding"
